कोई भी विषय अकादमिक अनुशासन नहीं बनता, उसका अपना एक सुविकसित सिद्धांत होना चाहिए। डेविड ईस्टन ने राजनीति विज्ञान में सिद्धांत के आधार का विशेष अध्ययन किया। उन्होंने ही सबसे पहले राजनीति विज्ञानियों का ध्यान राजनीतिक सिद्धांत की आवश्यकताओं की ओर आकर्षित किया। तर्क और उसकी संभावनाओं को प्रस्तुत करने के सिद्धांत का कार्य भाग या भूमिका सचेतन सूचना राजनीतिक अनुसंधान खंडित वैज्ञानिक होगी और राजनीति विज्ञान के मिशन को पूरा करने में असमर्थ होगी। आधुनिक व्यवहारवादियों के अनुसार, सिद्धांत केवल व्याख्या तक सीमित है और इस व्याख्या के अनुसार, समय आने पर विकसित विषयों में भविष्यवाणियाँ की जा सकती हैं, जबकि पारंपरिक राजनीतिक सिद्धांत का कार्य नियोजन या उपचार करना है। इसका यह भी अर्थ है कि यदि नागरिक स्वतंत्रता लक्ष्य है तो शक्तियों का पृथक्करण आवश्यक है और यदि न्याय पर आधारित राज्य की आवश्यकता है तो राजा दार्शनिक होना चाहिए।
