संयुक्त राष्ट्र संघ के अंग (Organs of the United Nations Organisation)
संयुक्त राष्ट्र संघ की स्थापना 24 अक्टूबर 1945 को हुई थी।
इसका उद्देश्य विश्व में शांति, सुरक्षा, सहयोग और विकास को बढ़ावा देना है।
संविधान (Charter) के अनुसार UNO के 6 प्रमुख अंग (Main Organs) हैं —
1. सामान्य सभा (General Assembly)
परिचय:
यह संयुक्त राष्ट्र का मुख्य विचार-विमर्श करने वाला अंग है।
सभी सदस्य देश इसके सदस्य होते हैं।
संरचना:
कुल 193 सदस्य देश।
प्रत्येक देश को एक वोट का अधिकार है।
कार्य:
UNO का बजट स्वीकृत करना।
नए सदस्य देशों की सिफारिश या निलंबन।
विश्व शांति, विकास और मानवाधिकार से संबंधित विषयों पर चर्चा करना।
अन्य अंगों को सुझाव देना।
2. सुरक्षा परिषद (Security Council)
परिचय:
यह UNO का सबसे शक्तिशाली अंग है जो विश्व शांति और सुरक्षा बनाए रखने के लिए जिम्मेदार है।
संरचना:
कुल 15 सदस्य देश –
5 स्थायी सदस्य (Permanent Members):
🇺🇸 अमेरिका, 🇷🇺 रूस, 🇨🇳 चीन, 🇫🇷 फ्रांस, 🇬🇧 ब्रिटेन
10 अस्थायी सदस्य (Non-Permanent Members):
2 वर्ष के लिए चुने जाते हैं।
कार्य:
युद्ध और संघर्ष की स्थिति में कदम उठाना।
शांति सेना (Peacekeeping Force) भेजना।
प्रतिबंध लगाना या सैन्य कार्रवाई की अनुमति देना।
नए सदस्य की सिफारिश सामान्य सभा को देना।
वीटो अधिकार: स्थायी सदस्य किसी भी प्रस्ताव को अस्वीकार कर सकता है।
3.आर्थिक और सामाजिक परिषद (Economic and Social Council – ECOSOC)
परिचय:
यह अंग आर्थिक, सामाजिक, शैक्षिक और स्वास्थ्य संबंधी कार्यों के लिए उत्तरदायी है।
संरचना:
54 सदस्य देश, 3 वर्ष के लिए चुने जाते हैं।
कार्य:
WHO, UNESCO, UNICEF, ILO जैसी विशेष एजेंसियों के कार्यों का समन्वय करना।
आर्थिक और सामाजिक विकास को बढ़ावा देना।
शिक्षा, संस्कृति, स्वास्थ्य और मानवाधिकारों से जुड़ी समस्याओं पर रिपोर्ट बनाना।
4. अंतरराष्ट्रीय न्यायालय (International Court of Justice – ICJ)
परिचय:
यह UNO का न्यायिक अंग है।
इसका मुख्यालय हेग (नीदरलैंड) में है।
संरचना:
15 न्यायाधीश, जिन्हें 9 वर्ष के लिए चुना जाता है।
कार्य:
देशों के बीच कानूनी विवादों का समाधान करना।
UNO के अंगों को कानूनी सलाह (Legal Advice) देना।
केवल देश (States) ही इसके सामने केस दायर कर सकते हैं।
5. ट्रस्टीशिप न्यास परिषद (Trusteeship Council)
परिचय:
इसका उद्देश्य उन क्षेत्रों का प्रशासन था जो स्वतंत्र नहीं थे या उपनिवेश (colonies) थे।
कार्य:
ट्रस्ट क्षेत्रों के लोगों के राजनीतिक, आर्थिक और सामाजिक विकास को सुनिश्चित करना।
उन्हें स्वतंत्रता के लिए तैयार करना।
🔸 अब यह परिषद निष्क्रिय (Inactive) है क्योंकि सभी ट्रस्ट क्षेत्र स्वतंत्र हो चुके हैं।
6. सचिवालय (Sसीक्रेटरीअत
परिचय:
यह UNO का प्रशासनिक अंग है जो सभी कार्यों का संचालन करता है।
प्रमुख:
महासचिव (Secretary-General) इसका प्रमुख होता है।
वर्तमान महासचिव: एंटोनियो गुटेरेस (António Guterres) (पुर्तगाल)
कार्य:
UNO के दैनिक कार्यों का संचालन।
बैठकों का आयोजन और रिपोर्ट तैयार करना।
UNO के अन्य अंगों की सहायता करना।
