1. प्रस्तावना : साझा परंपरा (Common Heritage)

विश्व की शांति, पर्यावरण, प्राकृतिक संसाधन और मानव विकास पूरे विश्व की साझी संपदा (Common Heritage of Mankind) माने जाते हैं।

इनकी सुरक्षा केवल एक देश की नहीं, बल्कि पूरे मानव समाज की सामूहिक जिम्मेदारी होती है।


विश्व की साझा संपदा के मुख्य तत्व—

1. शांति और सुरक्षा

2. पर्यावरण एवं जलवायु

3. मानव अधिकार

4. समुद्री संसाधन

5. अंतरिक्ष

6. वैश्विक स्वास्थ्य

2. वैश्विक शांति और सुरक्षा की साझा जिम्मेदारी


विश्व की शांति को बनाए रखने का कार्य—


संयुक्त राष्ट्र


सुरक्षा परिषद


विभिन्न शांति सेना मिशन


अंतरराष्ट्रीय संधियाँ

—मिलकर करते हैं।



क्योंकि—

युद्ध और संघर्ष का प्रभाव किसी एक देश तक सीमित नहीं रहता।

3. “अलग-अलग जिम्मेदारी” का सिद्धांत (Common but Differentiated Responsibilities – CBDR)


यह सिद्धांत बताता है कि—


✔ सभी देशों की जिम्मेदारी “साझी” है


परंतु


✔ सबकी क्षमता और ऐतिहासिक जिम्मेदारी अलग-अलग है।


उदाहरण


विकसित देश (अमेरिका, यूरोप)

→ पर्यावरण प्रदूषण के लिए अधिक जिम्मेदार

→ इसलिए इन्हें अधिक प्रयास करना चाहिए


विकासशील देश (भारत, ब्राज़ील, अफ्रीका)

→ कम प्रदूषण, आर्थिक चुनौतियाँ

→ जिम्मेदारी कम लेकिन सहयोग आवश्यक



इसी को कहा जाता है—

“साझी लेकिन विभेदित जिम्मेदारी” (CBDR)।

4. यह सिद्धांत क्यों आवश्यक है?


1. सभी देशों के आर्थिक संसाधन अलग-अलग



2. विकसित देशों ने ऐतिहासिक रूप से अधिक प्रदूषण किया



3. गरीब देशों को विकास का अधिकार भी मिलना चाहिए



4. सभी देशों का योगदान समान नहीं हो सकता

→ 1992 : रियो अर्थ समिट


पहली बार CBDR को औपचारिक रूप से स्वीकार किया गया।

जलवायु परिवर्तन पर अंतरराष्ट्रीय ढांचा


स्पष्ट कहा गया कि विकसित देशों को अधिक जिम्मेदारी लेनी होगी।



→ क्योटो प्रोटोकॉल


केवल विकसित देशों पर बाध्यकारी लक्ष्य



→ पेरिस समझौता (2015)


सभी देशों की जिम्मेदारी, पर


राष्ट्रीय परिस्थितियों के अनुसार लक्ष्य (NDCs)

6. भारत का रुख (India’s Stand on Shared Heritage and CBDR)


भारत अंतरराष्ट्रीय मंचों पर हमेशा साझी परंपरा और अलग-अलग जिम्मेदारी के सिद्धांत का समर्थन करता है।


भारत की प्रमुख स्थितियाँ


✔ (1) विकसित देश अधिक जिम्मेदारी लें


भारत कहता है कि जलवायु संकट और पर्यावरणीय क्षति के लिए

अमेरिका–यूरोप जैसे देशों की ऐतिहासिक भूमिका अधिक है।

इसलिए इन्हें—


अधिक कार्बन कटौती


अधिक वित्तीय सहायता


हरित तकनीक ट्रांसफर

करना चाहिए।



✔ (2) विकासशील देशों को “विकास का अधिकार”


भारत के अनुसार भारत, अफ्रीका, लैटिन अमेरिका जैसे देशों को—


गरीबी हटाने


औद्योगिक विकास


ऊर्जा जरूरतों

का अधिकार होना चाहिए।



✔ (3) जलवायु न्याय (Climate Justice)


भारत जलवायु न्याय की अवधारणा का समर्थन करता है—


जो अधिक प्रदूषण करता है, जिम्मेदारी भी उसकी अधिक।


जो कम प्रदूषण करता है, उस पर भार नहीं डाला जाए।



✔ (4) साझा संपदा की सुरक्षा में सक्रिय सहयोग


भारत—


संयुक्त राष्ट्र मिशन,


अंतरिक्ष शांति प्रस्ताव,


समुद्री सुरक्षा,


पर्यावरण सुरक्षा

जैसे मुद्दों पर सक्रिय है।



✔ (5) अंतरराष्ट्रीय सौर गठबंधन (ISA)


भारत ने विश्व को स्वच्छ ऊर्जा के लिए नेतृत्व दिया है—


100+ देश


सौर ऊर्जा को बढ़ावा



✔ (6) कार्बन उत्सर्जन


भारत का कुल पारंपरिक उत्सर्जन कम है—

फिर भी भारत—


नवीकरणीय ऊर्जा


वन आवरण बढ़ाने


कार्बन तीव्रता कम करने

जैसे कदम उठा रहा है।

7. निष्कर्ष


“साझी परंपरा” बताती है कि विश्व की शांति और पर्यावरण पूरी मानवता की संपदा है।

लेकिन देशों की आर्थिक क्षमता और जिम्मेदारी अलग-अलग होती है, इसलिए

CBDR यानी “साझी लेकिन विभेदित जिम्मेदारी” आवश्यक है।


भारत इस सिद्धांत का प्रबल समर्थक है और जलवायु परिवर्तन, शांति मिशनों तथा पर्यावरणीय सुरक्षा में संतुलित और न्यायसंगत वैश्विक नीति की वकालत करता है।

3. The Principle of “Common but Differentiated Responsibilities” (CBDR)


This principle states that—


✔ All countries share a “shared” responsibility


But


✔ Each country has a different capacity and historical responsibility.


Example:


Developed countries (USA, Europe)


→ More responsible for environmental pollution


→ Therefore, they should make greater efforts.


Developing countries (India, Brazil, Africa)


→ Less pollution, economic challenges


→ Less responsibility, but cooperation is necessary.


This is called—


“Common but Differentiated Responsibilities” (CBDR).

India has always supported the principle of shared heritage and differentiated responsibility in international forums.

India argues that countries like the US and Europe have historically played a greater role in the climate crisis and environmental damage.


Therefore, they should:


More carbon reductions


More financial assistance


Green technology transfer


Provide the right to development.

According to India, countries like India, Africa, and Latin America should have the right to:


Poverty alleviation


Industrial development


Energy needs.


✔ (3) Climate Justice


India supports the concept of climate justice—


Those who pollute more bear greater responsibility.


Those who pollute less should not be burdened.


 ✔ (4) Active cooperation in protecting common property


India is active on issues such as:

Space Peacekeeping Mission,

India has led the world in clean energy—

India's total conventional emissions are low—


Yet India is taking steps such as:


Renewable energy


Increasing forest cover


Reducing carbon intensity

7. Conclusion


"Shared heritage" states that world peace and the environment are the common property of all humanity.


But countries' economic capacities and responsibilities vary, so


CBDR, or "common but differentiated responsibility," is essential.


India is a strong supporter of this principle and advocates for a balanced and equitable global policy on climate change, peacekeeping missions, and environmental protection.
